The plugin does not put the scripts itself to the header – WordPress does this. The plugin only tells WordPress which scripts it needs.
If you want scripts in the footer, you need an addon which moves all scripts to the footer, like https://www.ads-software.com/plugins/scripts-to-footerphp/.
Just a note: having scripts in the footer does not change the overall loading speed of the website. It will only (slightly) reduce the time before the browser will start rendering the page. But the Lightbox with Photoswipe scripts will not start doing anything before the page is fully loaded anyway.
