Local Install

Trying to get WordPress running on my local machine using XAMPP. I edited the wp-config file with my database name and passwords as set up in XAMPP but when I try to run install.php my browser says cannot display that page. I have checked and double checked to make sure the path is correct. My wp-config is set up as follows:
