Local Pickup also

    I am having trouble enabling a local pickup option as well. When I create a local pickup shipping method it seems to override the usps simple plugin. Even when USPS shipping is selected on the cart page, when you get to the shipping details, Local Pickup is the shipping option and no shipping $ is factored in.

    The local pickup option is expected to come first and be selected by default.

    However, once you select any shipping option on the cart page, it should also be selected on checkout. Do you see the selection being reset to local pickup?

    That is exactly right. When I select USPS shipping on the cart page, it is reset to local pickup at checkout. I can enable the local pickup option if you would like to take a look at it.

    It might be a plugin or your current theme that resets the shipping option choice. You can temporarily disable all other plugins and switch to the default Storefront theme to check if it helps. Then, get things back one at a time until you notice the issue is back. Knowing the culprit will help figure out the next steps. Turn on the WooCommerce Shipping Debug mode during the process to avoid the shipping cache.
