Locale not working on front-end

Hi,

I have a situation where I set locale in wp-config (hr, since I’m from Croatia) and the translations from the .po file are shown only on the admin side.
Front-end still uses english for the key terms like Vote, View results, Total Votes, etc.

I really feel like I tried everything:
– i tried editing the .po file, even made new one myself from the .pot file
– i tried editing the polldaddy.php and instead of functions with text domains i literally wrote the words I needed.
Nothing helped.

Can you help me please make heads of this? I would be grateful if you tell me what am I doing wrong, or just what to do to get the croatian on the front-end since english is out of the question for my client.
