  • Try going straight to localhost/wp-login.php

    It sounds to me like there’s some sort of issue with your SiteURL and HomeURL.

    It’s prompting me to a login form, but after I log in the whole layout is messed up and pretty much unusable.

    It looks like a sort of text mode website just to give you an idea.

    PS siteurl and home are set to localhost in wp-options.

    Site/Home should be set to https://localhost

    Is the http in front of the site / home URL?

    The only time I’ve seen what you’re describing (looks like a text mode site) is when I was switching from http to https and hadn’t forced everything over to https yet. Makes me think the http may be missing from your site/home URL in the options table.

    Use your browser inspector (like firebug) or view source to see how the .css files etc are being described in the page header, this will tell you which settings need to be changed.

But when I open phpmyadmin, at first I must fill login and password, but I do not have any account there and there is no any button to make new account. Where can I create new account in phpmyadmin?
