Locaton baised website results-area/location/city Content Filter

I am trying to create a wesite that will allow the viewer to select his/her city, and after that has been done, the website will only show the information that is in his/her city. Is this even possible with wordpress?

I am looking for a content filter that will remove out all content that is not in the area/location/city of the viewer.

If this functionality is not already built in the available plug-ins, would any developers be interest in building it as a freelance job?

Example: John is coming from Tampa, he selects the city or enters his zip code, and now the website shows all the content and information for the Tampa Area only.
