Lock the top banner/menu?

  • Greetings,
    I am currently redesigning my site using the Arras theme:
    https://www.scottbytes.com.

    I was curious if anyone has found a way to “lock” the top panel (where the banner is) and the menu so that scrolling only takes place within the blogroll screen / posts /pages (and the top is static and never moves).

    A bit tricky…but curious if anyone’s managed it.
