    Deleted .htaccess but still redirected. If I renamed the plugin folder, will that allow me access to turn it off?

    Nope. 127.0.0.* with it renamed I still can’t get in. Any other suggestions?

    If as you say the AIOWPS plugin is deactivated and you have restored the .htaccess file to the original, then it is not the AIOWPS plugin which is doing the redirecting to 127.0.0.1.
    Something else is causing the redirection so you should check other plugins or you should double-check the .htaccess file and ensure that there are no entries in between the tags:
    # BEGIN All In One WP Security
    # END All In One WP Security
