Locked out of my WordPress Dashboard

I’m unable to login to my dashboard. I’ve reset my password via requesting via the default logon WordPress logon page for my site, but I’m still unable to logon. I used another logon that I had, and that too is unable to logon to the Dashboard.

Without being able to disable the plugin to remove it, how can I get this resolved?

Looking at my database using phpMyAdmin, I see this meta_key: theme_my_login_security.

Its meta_value there is this:

Can you please help? I need to get into my site and work.
