Login Menu item not working

I was at 7.10, and downshifted to 7.05 to see if that made a difference.
a logged out user sees the login/logout menu and the submennu for my account (that is supposed to be only for logged in users).
If a logged out user mouses on the login word, there is no active menu link.
The link is defined in the setup correctly, and the page really does exist. . .
When I installed this end of July, it seemed to behave as expected. . . Logged out users only saw and could click on “Log in” and Logged in users could see the log out and my account submenu.
