Looking for a (free) specific kind of booking/form plugin

Here’s the skinny on my project:

A company wants a select handful of users to sign up for 9 Fridays spread out over 3 2.5 months (for a meeting of sorts). Each user must sign up for 3 dates (either possibly blocking out an individual date after 1 user has signed up or after 3 users have signed up for that individual date). After the dates are full, the date gets blocked so that other users who haven’t signed up won’t sign up on those dates that are filled. The users don’t have to be signed in, as the form is only going to select people and don’t require login authentication.

How users sign up can differ. I was thinking of a signup form that can be simple and flexible, where I can control what fields can be created, used or not used and should be very minimal (i.e. name, email). However, if there is an existing plugin where the user just enters their name on a calendar date spot, I’m good with that too. The plugin has to be free and I don’t need a payment gateway (am ok if the gateway is an optional one that can be disabled).

So what I am looking for is a booking or form plugin that best matches the scenario above. I currently use Contact Form 7 and an Events Manager plugin, but those don’t really work for what I want. I have tried several booking and appointment plugins (Booking Calendar, Appointment Booking Calendar and a couple of others), but they only had 50-60% of what I was looking for.

Hope I am explaining things correctly! Any thoughts or ideas on what is out there is greatly appreciated! Let me know if you need things to be clarified as well.
