Looking for a plugin

Hi all.
Can anyone recommend a plugin for me?

I want a person to be able to select content via checkboxes or radio buttons. Content like jpgs, text etc. Then this is sent to me as an email.
But I want multiple selections to be allowed. And I want to set the limit of selections. Basically the person is choosing a limited number of choices in a package of content they want from my site and I will add it to their service.
There’s no checkout so store plugin like woo commerce is no good. Or should I be using Woo and just set the prices to 0$?
Maybe some sort of advanced contact form plugin?

Any suggestions?
