Looking for a specific kind of shopping cart..

I’m looking for a specific kind of shopping cart. I don’t want individuals to be able to purchase anything with the shopping cart, but I want it to send an email to our shipping department with the items and amounts that they have selected so that we can contact them directly. I also want vendors to be able to upload their own products.

Anything like this out there or should I just go with something else?
