Looking for a wordpress mentor in Singapore

Hi,

I am newbie to wordpress and been learning it through various online resources to practice and build my own project.
I seem to reach some issues when it come to editing and adding different functionality to my theme. I was wondering if there was anyone in the wordpress community in singapore I could meet, consult and learn from to build my skills up ?

I guess what I want to learn more about wordpress especially when it comes to adding different functionality to a theme. What files in the theme should I be looking for or should I be learning how to make a plugin to work specifically with my theme.
