Lost All Plugin Settings and Cannot Deactivate

I am getting:
Database Upgrade is required for Pretty Link to work properly
“Automatically Upgrade your Database“
I have clicked this several times and it will not go away.
I cannot make any changes to any plugin settings, even though it says they are saved.
I have lost many front-end changes because of this, ex: All of my menus have disappeared.
I cannot deactivate a plugin.
The db has all of my changes saved, but it is acting like each plugin cannot access or save to the db.

Help please.
