Lost the issue (and found it again): Order field

If the order field for an issue is set to the same number as another issue, one of them will vanish from the list of issues. When the issue is given a unique order value, it reappears.
It seems to me that if an order number is non-unique, the issues should still be displayed on the list of issues.
