It’s just a notice. Someone’s connecting to your site using a misconfigured script or application. Because the user-agent field includes several quotes ("), the firewall sanitizes the input field. The request isn’t blocked but written to the log.

Sidenote from me (webdeveloper): Google (and probably others) set this “broken” useragent with intention to discourage the usage and parsing of window.navigator.userAgent the useragent value (will be frozen by all browser vendors, developers can then use client hints API then).
