Main Page Isn’t Formatting To The Theme

I have installed the latest version of WordPress on seperate occassions to find that the main page and it’s links do not format to the stylesheet as if it doesn’t exist. It displays a white page and the content in Times New Roman and it doesn’t format to any of the themes. A fix please ASAP? It can be found at https://e816.org/content/index.php. Thanks to those who can help!
