Make all additional checkout step required

I use woocheckout 4.1.7 and I created an additional checkout voice.
My customer’s service does not ship, but let the customer decide several cities and hours to pick up its orders: he sells fresh vegetables.

So to let customer indicate its preferred city and pickup time, I used additional checkout. User have to choose the city (and this is a required field) BUT even if the customer doesn’t choose anything defined in “more toggler”, is allowed to conclude the order. But I want the customer to choose the city AND the hour, so I want the more toggler to be required too.

Is that possible?
