Make international code required when there is no default country

Hello,

I set the field as required field like this:

[intl_tel* usr_phone_number id:usr_phone_number]

The required works just when the user didn’t enter the phone number, and didn’t choose the country.

How i can make the both country code and phone number required?

(Note: i don’t want to add initialCountry)
