Make my site look like multiple subdomains??

So, we have a domain, https://scoutology.com/
This domain has way too many subdomains (my boss’ idea- we originally only had a few city subdomains, now it’s up around sixty). Most of the content is already on Scoutology, as we’ve been syndicating it out to the subdomains.
We’d like to get rid of the subdomains, have each city category show up as though it were a homepage/subdomain, and only display posts in that category.
For instance, a New York, NY post would look like this:
scoutology.com/newyorkny/postnamescoutology.com/newyorkny would look like scoutology.com, but would have New York content on it like our actual subdomain, https://newyork.scoutology.com/
One added wrinkle is that much of our content is state-based, so has categories for each city. How to force just the individual city category to show, so that a post could be shown as scoutology.com/richmondva/postname when selected from the Richmond portion of the site and scoutology.com/charlottesvilleva/postname from the Charlottesville portion.
Is any of this even remotely possible. I think it must be, but I’ve been through category-to-subdomain plugins, read about subdirectories, etc… and I just haven’t found what I’m looking for.
