make settings link in wp-admin -> installed plugins translatable

replace in wp-optimize.php line 88 with following code:

$settings_link = '<a href="' . esc_url( admin_url( 'admin.php?page=WP-Optimize&tab=wp_optimize_settings' ) ) . '">' . __( 'Settings', 'wp-optimize' ) . '</a>';

and the word “settings” is translated.
