Is there a way to make WordPress comments sticky? For certain posts, I want to make a single comment by the admin stay on top of the comments list.

You can probably use a plugin called My Stick Comments https://www.ads-software.com/plugins/my-sticky-comments/ on your self-hosted WordPress to do this. It’s been over 2 years since this plugin was updated though and I am not sure if it will support your version of WordPress.
