Making changes to CSS and it is not updating at all. Cleared cache, not working

I’m not sure what happened in the last few days…I used to be able to make updates to the Appearance Editor to the .css files (either both the child theme and the original) and they used to show up right away. Now I try to make changes, and they aren’t even showing up at all. The CSS in the editor and through my FTP is showing the correct code, but when I click to the link to my child theme and parent themes:

They still show OUTDATED stuff before I edited it! I tried clearing my browser’s cache, refreshing, trying it on 3 other computers (I work in a classroom with a bunch of computers and they all don’t show the changes). I have no idea what else to do and want to know why my changes aren’t being updated at all.
For example, if you look at the child theme at the #access ul li a {color:#263c4e}, it SHOULD be #263c4e and NOT #FFFFFF yet I don’t know why it’s not changing. I added this to both the parent and the child.
