Making nav arrows & bars always visible

Is it possible to make the nav arrows and/or the bottom bar on the “bar” theme always visible?

I’ve tried checking and unchecking the “direction nav hide” box in the admin area, but it has no affect. I don’t like the nav dots, so having navigation visible would be the only way a user would know they could advance the photos.
