Manage capabilities role is limited

    I’ve created some roles in my wordpress, one of them is cabable only to manage capabilities (Role admin). As main administrator I set in the capabilities page only this capability (and list_users…) to this role. When I log in with Role admin user, I can only set those capablities, that are set to Role admin role, except manage_capabilities.
    What am I doing wrong? The point of this role would be managing all of capabilities of other roles.
