Manage conditional fields support – Does not save

I am trying to save conditional fields but after creating or updating the field the rules are removed.

The field that is set to display if a condition is met does not appear on the form.

I have disabled all plugins on the site and activated WordPress 2015 theme. I have attempted on two different installations but the same behavior occurs on both.
