Manage Galleries – Clarification on Filenames

Manage Galleries shows columns for ID, Thumbnail, Filename, ALT & Title Text/Description, and Tags.
When editing the Alt/Title Text, the Alt/Title also becomes the Filename that shows in the Manage Galleries screen. This does not, however, seem to change the physical filename in the WP-Content folder.
When I look at the source code for the page that references the photo’s, the “data-title” and “data-alt” attributes are exactly the same.
1. Should these be the same?
2. Would it improve anything if they were different?
3. Do duplicate filenames, as they appear in Manage/Gallery, create any issues?
