Sorry but this is feature is not supported.
However, you can create a temporary group called ie Temporary and another group called ie Premium. Temporary group will act as the applicants group for Premium group.
Create a page with the shortcode [groups_join group=”Temporary”] so that all users will be able to join Temporary group, aka make an application for Premium group.
Then after installing Groups Notifications, the site admin will get a notification that user x wants to join the Premium group and decides whether or not he will add user x to Premium group manually.
Although the solution is not so elegant, it can do the job.
