mandatory shipping rate

Hello i’m using the built in woocommerce shipping options as of now that allow me to offer free shipping if they purchase a certain dollar amount and then a flat rate of the amount is not reached. I now have to set a mandatory shipping fee for adult required signature upon delivery. Will this plug in allow me to set a shipping charge that will be calculated no matter what other shipping method is choosen in addition to woocommerce default shipping methods I already have or can your plug in do all three? Please ask any questions if you need more clarification. Thank you.
