mangled after upgrade

Upgraded to 3.13.

Now

a. footer links and links that should be on menu bar are laying on top of links in the left column.
b. with bullets.

Also, a problem that was there before the upgrade didn’t go away after the upgrade, namely footer links are floating in background (right side).

I installed an old theme and reinstalled the latest one. Also tried it with Twenty Ten 1.2. Didn’t help.

I don’t think the cause it the theme, or I’d generate a new one.

Any ideas how I can fix this?
