Manual excerpt not showing / Formating Excerpt

How do you keep the html styling in excerpts?
I would love for this to be addressed, in a global function.

I need to be able to overwrite
$the_excerpt = wp_strip_all_tags
with something like
$the_excerpt = wp_strip_all_tags( $the_excerpt, ‘<br><p><b><i><kbd>');
