Manual Install/Migration Error

Hello All,
Question. We are rolling up a new design/site, but I do not want to use the current install. In terms of speed there is old stuff in there in the database, functions, etc. I just want it clean, there was not documentation on changes.
So I installed a fresh WordPress in another server.
All I am wanting is pages, posts and media (featured images, etc). We have a complete custom theme (using Hello Elementor as a base). Below is the process I used.
1. Left all plugins deactivated (except for WordPress import)
2. Uploaded all image files via SFTP.
3. Activated Elementor and Elementor pro.
4. Installed posts.
5. Installed pages.
6. Changed url from crimcheck.net to the dev address (temporarily). Globally change with with search and replace in the database.So, all the pages and posts came over (no format obviously), but when I tested the featured image, nothing is there. So I went to
I know you are supposed to check, attach all the images on the export, but I cleaned up some js and css in the media section that I know we are not going to use. Plus it was about 2GB, even changing the ini.php server wouldn’t allow it (95% sure).
Any ideas? I know most would say just clone it, but there is are some heavy stuff in the data and who knows what else custom was changed (taking this over).
