Manual tracking Packages

I’m looking for a manual tracking of packages plugin.

A plugin, where in admin area i can define several values that are going to be city places, and then create records, for example, a truck name, a code, and then select in which city the truck is.

So it may not be a tracking package plugin, but something that can do something like i say in example.

Can anyone help me?
