Manually approve a new member/subscription

I have tried this method of checkmarking the Manual / Offline payment method and it still automatically approves their membership. Thoughts?

Do you mean approving the person to become a WordPress user? Approving the user registration?

This can not currently be done with any free version of any of our products, and we are not allowed to speak here about the paid versions.
