Many problems going from 2.0.20 to 2.1.6

After skipping some updated marked “broken”, I updated several sites from 2.0.20 to 2.1.6, including one multisite.
Disasters followed immediately, including layouts breaking, files not being found, JS errors and disappearing product categories and tags. Fortunately, simply going back to 2.0.20 seems work.
WooCommerce used to be stable, but the last few releases have been anything but.
