Many scripts are loaded

My theme not using jquery and have only one small file main.js. But after install this plugin. I view the sources and see:

1. /wp-includes/js/jquery/jquery.js?ver=1.12.4-wp
2. /wp-content/plugins/easy-table-of-contents/vendor/smooth-scroll/jquery.smooth-scroll.min.js?ver=2.2.0
3. /wp-content/plugins/easy-table-of-contents/vendor/js-cookie/js.cookie.min.js?ver=2.2.1
4. /wp-content/plugins/easy-table-of-contents/assets/js/front.min.js?ver=2.0.11-1608722232

In the Admin i’ve disabled smooth scroll, but in front it still loaded “jquery.smooth-scroll.min.js”

Can you add new option to disable all scripts to optimize google pagespeed?
