Looking for file / user management plugin solution

  • I hope this is the right place for this question. I’m looking for the best plugin solution for a website I’m putting together. The criteria are:

    I have 90+ users, all of whom need access to restricted file downloads. Each user will have access to a specific set of files, and no other users should be able to see those files. Most of the other site content will be restricted to registered users only.

    New files are added monthly, so a solution that allows for easy bulk upload and categorization would be very helpful.

    Does anyone know of a good plugin / combination of plugins that would handle this efficiently? I’ve found and tried a good number of file / download management plugins, but any advise or expertise would be appreciated.
