Map Widget not working

I’m having trouble getting the map to appear:
Fresh install of WP, WooCommerce and Dokan, using default themes, Storefront, or Genesis.
Maps enabled with API key – google maps files are being requested and returned when the page loads. As it wasn’t clear which API’s to enable I enabled all of them.
No errors in the console. No message from Google Maps.

The widget just doesn’t appear – not the title, not the map – nothing. Widgets above and below load fine. When the location widget is the only one in the sidebar, the sidebar collapses (no content at all).
