Master switch vs individual plugins

    Hi I’m new to this plug-in.
    I’m trying to NOT update any plugins. Including core wordpress itself. (I have to run tests at my current old version of WP and the plugins in their current state).

    I turned on the “master switch”.
    a) wordpress appears to have been updated
    b) in the plugins tab, all plugins show “enabled” for update? What gives? Does the master switch not turn off ALL updates?
