Max. resolution size for uploads

I have some users who are uploading 4k photos from their phones. However, the plugin is causing a “file is empty” / increase your limits in php.ini. The file is only 3mb and my limits are currently set to 5mb or greater (upload_max, post_max, etc.)

I’m stumped on any other reason for this happening besides resolution. Any thoughts?
