Maximum posts on first page

I’m creating a layout for an archive page with 9 posts total at 3 x 3.

How do I get it so that there will always be the most recent 9 posts in on the first page in descending order?

Right now if there are 10 posts the first page will show 1 post and the second page will show 9.

To clarify

this is what I have:

(page 1 posts)

(page 2 posts)
2 3 4
5 6 7
8 9 10

This is what I want:

(page 1 posts)
1 2 3
4 5 6
7 8 9

(page 2 posts)
10
