maybe Download won’t work on enbedded pdf?

I thought the reason was <pre> around the shortcode but deleting it didn’t help. https://www.findajp.com/jpus/jp-conference-registration-mail-form/.

Trying to download a pdf that is itself displayed with a plugin. Could that be the reason it doesn’t work?
