Media – Attachment Details Not Complete

Hello,
On loading new media I no longer seem to get the full Attachment Details screen. There are elements of the top part showing but not those in the lower area like those for adding a media link.
I am hoping it is just a setting?!?
I would appreciate your suggestions.
