Media Library does not have Checkbox for Decorative Alt images

    I have 2 websites using the same theme. On one, in the Media Library when you click an image, the Image Attachment details screen does not have the Checkbox (towards the bottom of screen) to check Alt as ‘Decorative’. ie the “All images must either have an alt attribute or be declared as decorative” checkbox is not there. I have up to date WP versions on both sites. Any ideas?
