Media Upload Location Issue

So I go to Settings and select Media. Usually, I am able to set a folder location instead of selecting a box that says, “Organize my uploads into month- and year-based folders.”

However, that is my only option. Selecting a box that says, “Organize my uploads into month- and year-based folders.”

I cannot customize the location of uploads. Why is that? How can I fix that? Thanks!
