Members directories only show for admin

Developing a website, if I view the directories logged in as admin then they display fine but as guest or any other member role the shortcode only shows the map without any member listed. I have looked everywhere for a solution but no luck. Its not cache, I even tried disabling all other plugins and changing theme. I am using Bricks Builder but also tried it without bricks on just plain wordpress

Look at “Allow users to hide their profiles from directory” = enable
and “Hide profiles from directory by default” = No
both at UM Settings -> General -> AccountUser Account settings page:
