Members looping plugin for affiliate marketing

Hey everyone. I searched forum for a particular plugin that has the ability to loop the names of the members but to no avail. This is for affiliate building program.

Is there a plugin liken this? I came across a website (a team build) https://www.rwjmarketing.com but it was already closed down, the owner utilized a membership looping program. It functions to line-up all members that positioned the first registrants at the top and every visitors who wants to join the team will have to register at the #1 marketer (his name has a clickable referral link to the affiliate company). Meaning, the visitor registers under the name of the #1 marketer as his sponsor. Thereafter, #1 marketer moves to the bottom of the list to loop. The #2 marketer will be pushed up to #1 and ready to receive an affiliate downline. This is a cycle program.
