Membership Plugin / Listing Fees (Suggestion)

Hi Guys,

Currently I looking for a membership plugin or listing fees submission plugin. Anyone can introduce?

here is my scenario (1):
1) I open a travel or tours package website which is selling tours package and buyer can direct book the tours through online
2) Travel agency may join in my site by sign up membership plan once they sign up then pay the money then admin will approve their account.
3) Then they can start submit their tours package

here is my scenario (2):
1) I open a travel or tours package website which is selling tours package and buyer can direct book the tours through online
2) Travel agency can submit their tours package by paying listing submission fees for example, one tours submission will cost $10 once they paid then the submission will direct approve.
