Menu appearing too high on home page

I have been trying to rebrand an existing website and am having trouble with the navigation bar. It seems to only appear on the home page when I scroll up to the top and hold it there, but then goes away once I let go of the area. It works on the other pages (although not in the manner I would like it to look). Any advice would be great.
